5. Emily's Notes from the Nakagawa
A Visit to the Citizens' Disaster Prevention Center

Two weeks after the devastating Tohoku earthquake and tsunami of March 11th, my coworkers and I escorted a group of overseas students to the Fukuoka Citizens' Disaster Prevention Center. The trip had actually been planned before the disaster struck, but our visit was especially meaningful in light of the recent events.
Although I had heard about the Fukuoka Citizens' Disaster Prevention Center through the work I've done, this was my first time to visit the Center, and I didn't know quite what to expect. The only specific thing I'd heard was that one could experience a simulated earthquake. When our group arrived at the Center, I was surprised to find so much more to the impressive facility. It offers several different kinds of interactive experiences and delivers a great deal of important information on topics from household fires to major natural disasters in ways that are easy to understand.
Our first hands-on experience was learning how to properly use a fire extinguisher. Any public building you go into has a regulation number of fire extinguishers, and many people have them in their homes too. But have you ever actually used a fire extinguisher, or even taken a look at the instructions? I admit I hadn't, until I had to grab a water-filled extinguisher and follow the three main steps (pin, hose, lever) to help my group put out a "fire" on a digital screen.
We then proceeded to the simulated earthquake experience.
Four at a time, we sat in chairs around a table with a backdrop that made the situation feel like a typical household dining room.
A three second warning was given on the "family television" before the simulated intensity 7 earthquake struck and we threw chair cushions over our heads to protect them while being fiercely jostled. The Center staff informed us that for a simulated intensity of 6 or below, we would drop to the floor and take shelter under the table while holding onto its legs, like in a real earthquake. The simulated intensity 7 earthquake, the same level that struck in Tohoku in March, was so strong and dangerous, even in the simulator, that we were told to simply sit and protect our heads. We emerged deeply shaken, physically and mentally, and hardly able to believe that such an earthquake had persisted for several minutes in Tohoku.
Our other experiences included stepping into a chamber where we were blasted with typhoon-force winds and properly following emergency exists through a pitch black maze to escape the smoke of a fire. Our last stop was a screening room, where the Center presented a brief video on natural disasters in Fukuoka and Kyushu. I found this part of our visit to have particular impact. Although Fukuoka is a good thousand kilometers away from the region affected by the recent Tohoku earthquake, we mustn't fall into the dangerous mindset of complacency that Fukuoka is safe from natural disasters and thereby we can be less diligent about proper knowledge and preparation.
Watching this video, which showed footage from the flooding of the Hakata Station underground shopping areas from heavy rainfall in 1999 and the Fukuoka Earthquake of 2005, among other natural disasters that have affected our own region, I realized how important a task it is to educate Fukuoka residents about the possibility for disaster, and the necessity of preparedness. I was thoroughly impressed by the comprehensiveness of the Fukuoka Citizens' Disaster Prevention Center, and hope to spread the knowledge I gained there to my own Fukuoka community.
